Classes and government offices are suspended, a lot of jeeps, buses and commuters are stranded. Last night before I slept, PAGASA issue a RED warning signal in NCR and what did they mean by that?
As of this writing, NCR is still on RED warning signal alert which means that rainfall volume can reach 30+ mm per hour and will cause flooding to low lying areas and landslides. This is cause by Habagat weather system that are strengthen by Typhoon HAIKUI which is currently outside Philippine Area of Responsibility (PAR).

ONDOY vs. HABAGAT Rain Volume Comparison
ONDOY Rainfall Volume in 24 hours (in 2009) = 455mm

HABAGAT Rainfall Volume = 323.4mm - 70% of ONDOY
From 8am August 7 to 8am August 8, 2012
HABAGAT Rainfall Volume = 363.7mm - 80% of ONDOY
Total Rain Volume in 2 days = 687.1mm
Habagat brought 70-80% of rain volume comparing to Typhoon ONDOY in 24 hours and that's a lot of rain in a short period of time. Typhoon ONDOY in September 2009 brought massive flooding and deaths and became a benchmark in flood level and rainfall volume forecast.
With 80% of rainfall volume of previous typhoon ONDOY and a total of 687.1mm in 2 days, there is no doubt that massive flooding cause havoc in NCR and other parts of Luzon.
