PNOY signed RA 10535 into law, the Act of Philippine Standard Time (PST) last May 15, 2013.
What is RA 10535?
It is an Act to display Philippine Standard Time (PST) on all national and local government offices on their official time devices, including bundy clocks, monitor, maintained and disseminate PST including procurement of equipment for automatic dissemination of time.
It also declares first week of the year as "National Time Consciousness Week" to be celebrated.
Official time will be provided by Philippine Atmospheric, Geophysical and Astronomical Administration (PAGASA) using its network time protocol to synchronize all their timepieces at least once a month.
The National Telecommunications Commission (NTC) shall require the participation of all government and private television and radio stations to ensure the synchronization of timekeeping devices can be undertaken even in the most remote parts of the country.
All national and local government office, including all schools, public or private shall conduct a continuing campaign about the value of time and the need to respect the time of others, in order that people may realize the imperative of synchronizing the official time.

Penalties:
Owners of private television and radio stations who shall fail to calibrate and synchronize their time with PST during broadcast shall upon hearing and due proceedings be penalized with a fine not less than P30,000 but not more than P50,000.
In case of second offense, revocation and cancellation of their franchises to operate.
Effectivity: This Act shall take effect 15 days after its publication in the Official Gazette or in two newspapers of general circulation.
